BHUBANESWAR: If all goes well, Bhubaneswar will become "smoke-free" within the next six months. The state government on Tuesday announced to crack down on smokers in public places in the city. To ensure that the general public is not forced to become passive smokers, anyone found violating the rule will be fined up to Rs 200.

"Imposing fine on smokers in public places would definitely be a big step towards making the city smoke-free," Health minister Prasanna Acharya said. "It was due to several arrangements needed to implement the rule that led to the delay in imposing it," he added. He further said that the rule should not be confined only to offices, hotels, market places and malls, but awareness must also be created among a larger section of the people who live in the city's slums.

Designated officials, including the police, drug control inspectors and food inspectors will be the assigning officials under the Cigarette and Other Tobacco Product Act 2003. The state government may also consider notifying additional authorized officers to implement the provisions of the rules. Health secretary Anu Garg said, "We are going to take several measures like setting up flying squads for monitoring, enforcement and compliance, to launch toll-free help line and online reporting system and establish a mechanism for issuing challans or compounding of offence to ensure that the rule is being implemented properly. An assessment will be done by the monitoring committee to observe the level of compliance of the law before the official declaration of smoke free Bhubaneswar in the next six months."

"Besides protecting children, women and non-smokers from the harmful consequences of smoking, such an initiative will improve the global image of Bhubaneswar and will be helpful in promoting business and tourism," said Itishree Kanungo, an activist of Aparajita-VHAI, an organization working for anti-tobacco movement. "I think this is a very good step. It will solve the problem of passive smoking forced on women, children and non-smokers. The administration should be complimented if it works," Rita Pani, a corporate executive, said.

However, not everyone is happy about it. "This is a democratic country. Has the administration taken the views of the smokers to work out a solution? Such laws are not enforced even in cities in western countries," Arun Mohanty, a smoker, said. According to sources, every year nine lakh tobacco deaths occur in India. India is the second largest producer of tobacco with 240 million tobacco users, nearly one third of world's total 800 million tobacco users. यदि सब कुछ ठीक ठाक रहा तो अगले ६ महीनों में भुवनेश्वर एक 'स्मोक फ्री' शहर हो जाएगा। राज्य सरकार ने सार्वजनिक स्थानों पर धूम्रपान करने वालों के साथ सख्ती से पेश आने का निर्णय लिया है। जनता को अपरोक्ष धूम्रपान से बचाने के लिए, धूम्रपान निषेध कानून का उल्लंघन करने वाले को २०० रुपये का जुरमाना भरना पडेगा । राज्य स्वास्थ्य मंत्री के अनुसार, सिगरेट पीने वालों को दण्डित करना, शहर को धुँआ रहित बनाने की दिशा में उचित कदम है। धूम्रपान निषेध कानून लागू करने हेतु उचित व्यवस्था करने में कुछ समय अवश्य लगा है. मंत्री जी का यह भी मानना है कि यह कानून केवल दफ्तरों, होटलों,बाज़ारों और मॉल्स तक ही सीमित नहीं रहना चाहिए, वरन झुग्गी झोपड़ी में रहने वालों में भी इसके बारे में जागरूकता फैलाना आवश्यक है।

सिगरेट एवं अन्य तम्बाकू पदार्थ कानून २००३ के अनुसार,पुलिस,ड्रग कण्ट्रोल इंसपेक्टर और फ़ूड इंसपेक्टर को निर्दिष्ट अधिकारी मनोनीत किया जाएगा। सरकार अन्य अधिकारियों को भी इस कानून के कार्यान्वयन के लिए मनोनीत कर सकती है।

स्वास्थ्य सचिव, अनु गर्ग ने बताया कि धूम्रपान निषेध कानून को सही ढंग से लागू करने हेतु अनेक कदम उठाये जायेंगें, जैसे फ्लाइंग स्क्वाड्स का गठन, टोल फ्री हेल्प लाइन, कानून भंग करने वालों का चालान करना, आदि. भुवनेश्वर को शासकीय रूप से 'स्मोक फ्री' घोषित करने से पहले, एक अनुश्रवण कमेटी के द्बारा इस बात का मूल्यांकन किया जाएगा कि कानून का पालन किस स्तर तक हो रहा है.

तम्बाकू निषेध कार्यक्रम की एक सक्रीय कार्यकर्ता, इतिश्री कानूनगो के अनुसार,इस प्रकार की पहल से न केवल बच्चों, महिलाओं और सिगरेट न पीने वालों को अपरोक्ष धूम्रपान के कुप्रभावों से बचाया जा सकेगा, वरन इससे शहर की वैश्विक छवि में भी सुधार होगा तथा व्यापार और पर्यटन को बढ़ावा मिलेगा। कुछ अन्य कॉरपोरेट अधिकारियों ने भी सरकार के इस कार्य की सराहना की है। परन्तु, कुछ सिगरेट प्रेमी इससे नाखुश भी हैं। उनके अनुसार, एक प्रजातंत्र देश में इस प्रकार के कठोर नियमों को लागू करना उचित नहीं है। सिगरेट पीने वालों की राय जानना भी ज़रूरी है।

सूत्रों के अनुसार, हमारे देश में प्रति वर्ष ९ लाख व्यक्ति तम्बाकू जनित रोगों से मरते हैं। तम्बाकू उत्पादन के क्षेत्र में भारत का पूरे विश्व में दूसरा स्थान है। विश्व के ८० करोड़ तम्बाकू सेवियों में से करीब एक तिहाई (२४ करोड़) भारत में रहते हैं। उड़ीसा की ३४.९% महिलाएं खाने वाली तम्बाकू का सेवन करती हैं, जो मिजोरम के ६०.७% के बाद दूसरे नंबर पर है।

Responding to complaints that pictorial warnings on tobacco packs are ineffective, the Union Ministry of Health has decided to change the images. A senior official in the Ministry said the process had been kick-started.

The changes are being considered specifically because of insistent pressure from civil society organisations that the current images of a scorpion, diseased lungs and X-ray of the lungs are mild and have not served their purpose of deterrence. The official said the mild pictures were chosen to usher in the concept of pictorial warnings. The government was aware of the pressing demand to change them.

It would be ready with the images at least three months ahead of June, in order to prepare the industry, according to official sources. The government is mandated to change the images every year, as per the regulations of the Framework Convention on Tobacco Control. The current law to display images to occupy 40 per cent of the space on packs came into effect on May 31, 2009.
Pictures suggested to the Ministry include powerful ones used in other countries, including South America, and will be examined. The images will be field-tested before the Ministry approves a fresh set of pictorial warnings.

Three studies conducted by the Healis-Sekhsaria Institute for Public Health in Mumbai recently showed there were serious inadequacies in the implementation of the pictorial warning criteria and that the current warnings were not properly understood by people. P.C. Gupta, director of the institute, said: “The issue of pictorial warnings on tobacco products has been a long-running battle… The dilution of the pictorial warnings themselves…indicates there has been a clear lack of commitment from the government in implementing warnings.”

“Changing the images used on tobacco packs is essential,” says E. Vidhubala of the Tobacco Cessation Centre, Cancer Institute, here. The current images are unable to invoke any direct co-relation to the harmful effects of tobacco use. Read more...

केन्द्रीय स्वास्थ्य मंत्रालय के एक वरिष्ठ अधिकारी के अनुसार,तम्बाकू पैक्स पर दिखायी जाने वाली सचित्र चेतावनियों के अप्रभावी होने के कारण, उन पर नयी तस्वीरें छापने की कार्यवाही शुरू कर दी गयी है। यह सूचना केन्द्रीय स्वास्थ्य मंत्रालय के एक वरिष्ठ अधिकारी ने दी।

अनेक समाज सेवी संस्थाओं ने इस बात पर क्षोभ प्रकट किया है कि बिच्छू, रोग ग्रसित फेफडे और फेफडे के एक्स रे की वर्तमान तस्वीरें, जो तम्बाकू पदार्थों के पैकटों पर छापी जा रही हैं, वे नितांत अप्रभावी सिद्ध हुयी हैं। अधिकारी ने बताया कि सरकार ने इन कम असर वाली चेतावनियों को केवल सचित्र चेतावनी की नवीन संकल्पना को आरम्भ करने के लिए चुना था। सरकार इस बात से वाकिफ है कि इन कम असर वाली चेतावनियों को बदलने की मांग की जा रही है।


नयी चित्रमय चेतावनियाँ जून माह से तीन महीने पहले तैयार हो जायेंगी ताकी तम्बाकू उद्योग को समुचित समय मिल सके। फ्रेमवर्क कन्वेंशन औं टुबैको कण्ट्रोल के नियमों के अनुसार, सरकार प्रति वर्ष इन तस्वीरों को बदलने के लिए बाध्य है।वर्तमान चेतावनियों से सम्बन्धित कानून, ३१ मई,२००९ से लागू क्या गया था, जिसके अर्न्तगत पैक के ४०% हिस्से पर ये चेतावनियाँ चित्रित होनी चाहिए।

जिन नए चित्रों के बारे में सरकार को सुझाव दिए गए हैं, वे अधिक प्रभावी हैं तथा दक्षिण अमेरिका समेत अन्य देशों में इस्तेमाल की जा रहीं हैं। इन सभी का क्षेत्र परीक्षण करने के बाद ही सरकार इनका अनुमोदन करेगी।

मुम्बई स्थित 'हेलिस सक्सेरिया इंस्टिट्यूट फॉर पब्लिक हैल्थ' द्वारा हाल ही में करे गए तीन अध्ययनों से पता चलता है कि वर्तमान चेतावनियाँ जनता को सही प्रकार से समझ में नहीं आयीं तथा उनके कार्यान्वन में बी ही अनेक त्रुटियाँ थीं। 'इन चित्रों को बदलना बहुत आवश्यक है, क्योंकि इनको, तम्बाकू उपभोग से होने वाली स्वास्थ्य हानि से सीधे रूप से नही जोड़ा जा सकता है' -- ये विचार हैं कैंसर इंस्टिट्यूट के तम्बाकू उन्मूलन केंद्र की ई।विधुबाला के।
